About the Buy With Confidence Scheme
In response to concerns about 'rogue traders' which are often highlighted in the media, a partnership of Local Authority Trading Standards Services have taken a ground-breaking step by putting together the Buy With Confidence Scheme. The scheme provides consumers with a list of local businesses which have given their commitment to trading fairly. Every business listed has undergone a series of detailed checks before being approved as a member of the scheme.

History

The Buy With Confidence scheme was first launched by Hampshire Trading Standards in 1999. At around the same time, Devon Trading Standards initiated a similar scheme called 'CustomerFirst'. The two schemes became successful, and were also adopted by neighbouring Trading Standards Services. As the schemes grew larger and began sharing information, it became clear that there were benefits to working together under the same rules and branding.  The two schemes merged formally in 2008 as 'Buy With Confidence', by which time over 20 local authorities were participating. Buy With Confidence is the largest scheme of its kind nationally and continues to expand its geographical coverage. A number of Trading Standards Services have joined recently and you can check whether your local area is participating by checking our map.
 
Independence
Buy With Confidence is run through the cooperation of a number of Trading Standards Services. We consider that Trading Standards has the right expertise and motivation to offer a scheme which offers genuine benefits consumers and businesses. Accordingly, the Buy With Confidence scheme is administered by local authority Trading Standards Services directly, and is not outsourced.
 
Entry Vetting
In order to become a Buy With Confidence member, a business must first apply or be recommended to join the scheme and must then pass a set of tailored background checks. Membership of the scheme is not given lightly – amongst other checks, each applicant will have their complaints history reviewed and will receive a visit from Trading Standards. Good references are required from previous customers and applicants must agree to abide by the scheme's code of conduct, which requires them to follow the letter and spirit of the law. Criminal records disclosure may also be required in some circumstances, there is a cost of approximately £25 per check which is not included in the cost of joining BWC. Only if all the scheme requirements are met, will a business be granted membership, and their conduct will continue to be monitored thereafter. We cannot promise that Buy With Confidence members' work will be perfect every time, but you can expect any problems to be dealt with fairly by the business, and you can turn to Trading Standards for advice in the event of an unresolved issue.
 
Using the Buy With Confidence Scheme
 
Searching for a business
The Buy With Confidence scheme is open to many different types of business – our Find A Business facility can be used to look for the goods or services you need. You can also search by Trade Type or Business Name, and can additionally enter your post code (or the trader's) in our Advanced search to find businesses in a specific area.
 
Things to remember
The businesses listed on the Buy With Confidence scheme will vary in size, expertise, and cost. To make sure the business you have chosen will best match your expectations, it is important to seek several quotes and to ask questions before going ahead. You may also wish to refer to the Buying Advice section for more information.
 
Customer Feedback
 
All prospective members are thoroughly vetted by Trading Standards staff before being invited to join the scheme. The performance of members of the scheme is continuously monitored via the Citizen's Advice Consumer Service and through customer feedback submitted directly to us. In the unlikely event that concerns are raised about a member we take appropriate action and if necessary will remove them from the scheme. We understand that consumers like to see other customer's feedback, some local authorities now provide customer feedback on the website for extra information.
 
A Word of Warning
The Buy With Confidence scheme is designed to ensure that member businesses comply with relevant legislation, resolve any consumer complaints in a fair and timely manner and understand their obligations to consumers.
 
Limitations of the Scheme
The Buy With Confidence Scheme is concerned primarily with the customer service procedures of a business. It should not be considered an assurance of any other aspect of that organisation's business. Please be aware that there are some limitations to what Buy With Confidence can achieve, in particular we do not
·         Guarantee the financial status of any business
·         Accept any liability for any goods or services provided by any business
·         Guarantee the quality or condition of any goods or services provided by any business
·         Guarantee that the price of goods and services supplied is competitive relative to any other business
Whilst we make every effort to ensure that members comply with the law we cannot guarantee that their work will never give rise to a complaint. However, should this be the case, any difficulties should be dealt with fairly and without undue delay. If you buy goods or services from any of the members currently listed on our website, we hope that your experience will be positive and we encourage you to leave feedback to let us know your views. Choosing a Buy With Confidence business
The web site lists business contact details, the goods and services they provide and, in some cases, their qualifications and membership of statutory bodies such as Gas Safe.
When choosing a business, particularly when arranging a service, you should satisfy yourself that you both agree what work is to be done and the price that is to be paid. You should obtain more than one quote and choose the business you are most happy with. Clearly the price is important but it is not the only factor you should take into consideration.
 
Complaints
It is a requirement of the scheme that consumer rights are observed. If there is a problem with the goods or services you are buying, please let the business concerned know as soon as possible so that a solution may be found.
If you do not receive a response or remain unhappy please contact us via Consumer Direct on 08454 04 05 06. Consumer Direct will provide you with initial advice and pass your details onto the Trading Standards Service for the area where you live.
Although we are not a party to the agreement between you and the seller, and will not be able to compensate you, we are able to offer assistance in resolving disputes if they should arise. Where appropriate, we may also take appropriate disciplinary action if the terms of membership have been breached.
 
Business Users

Using BWC
The Buy With Confidence scheme and vetting process are designed with consumer protection in mind, and the scheme is not a list of business approved to tender for Local Authority contracts. If you are a local authority who is considering using a member of the Buy With Confidence Scheme, please make sure you are first satisfied that your own Authority's requirements are met before proceeding (for example, minimum insurance cover levels, levels of criminal records disclosure etc.). 

We are confident in our systems, and in our members, and hope that local authorities will recognise the Buy With Confidence logo as an indicator of the business' commitment to fair trading, however, the Buy With Confidence vetting system is not intended to replace any diligence steps which would ordinarily take place during the tendering process. Accordingly, no liability can be accepted by the scheme or its administrators for use of scheme members by local authorities - this includes, but is not limited to, third party claims arising from such use.
